Procedure to fix Windows 10 Taskbar not Responding Error
Solution 1: Restart Windows Explorer Application
Step 1: Press Ctrl+Shift+Esc to open Task Manager. When Task Manager Window will open, navigate to Processs Tab.
Search for the Windows Explorer from the list. Right click the Windows explorer and choose Restart. After restart, check that problem is solved and Taskbar are operated without any delay or error.

Solution 2: Perform System Restore with Previous Restore Point
This is one of the prior steps must be followed when troubleshooting misbehaves. You need to create a restore point. This can be done by pressing Windows key + S and type System Restore.
Then, create a restore point (control panel) result will appear. Click on it. System Properties Windows will open. Click on System Restore. Click on Next.

Solution 3: Create a New Account and Perform Taskbar Operation

Step 2: One the next page, scroll down and click on "I don't have this person's sign-in information". A new window will open to Create a new account.

Solution 4: Check for Pending Windows Updates, Complete it.
Step 1: Go to search bar and type update, select the matched content from the list. As a result, Settings window will open with selected Windows Update label.
Step 2: On Windows Update label, Click on 'Check for updates'. Now you have to wait for few minutes or hours for complete Windows update installation.
Solution 5: Enable Windows Firewall Service
Step 1: Press Windows Key + R to open Run dialog box. Type the command services.msc and press OK to continue. As a result, Services Windows will open. Scroll down to Windows Defender Firewall from the list of Services. Double-click on Windows Defender Firewall to open Properties Window.
Step 2: When Windows Defender Firewall Properties Window will open, Navigate to Startup Type and set the value to Manual, click on Apply and then OK to save the changes. When Windows Firewall is Active, follow Solution 6.

Step 2: On the same Window, you will find Quick Scan button. Just below it, there are few Advanced option for Scanning. Click on the Scan Options. After clicking on Scan options, check-mark on Full Scan radio button.

Solution 8: Uninstall Graphics Driver
Step 1: Press Window Key + X to open Menu List. From the Menu list select Device Manager. The Device Manager can also be opened by Right clicking "This PC" at the Desktop. Right click and select Manage from the list. As a result, Device Manager Windows will open.
Step 2: Navigate below to Display Adapter and Unwrap it. Right click and choose Uninstall the Graphics driver which is installed in your PC. After uninstall, restart the PC and see that problem is solved.
